We call on the government to immediately introduce a higher minimum wage for employees of state and local government institutions. The minimum wage in these sectors should be at least 120% of the statutory minimum wage, which would amount to PLN 5,767 per month next year (assuming the statutory minimum wage will be PLN 4,806).

The growing staff shortages in state and local government administration are the result of years of neglect in wage policy. Experienced experts are leaving the public sector in favor of better-paid positions in private companies, while young graduates are not interested in working in public institutions due to the lack of prospects and low salaries. As a result, the number of vacancies in key positions is increasing, threatening the efficient functioning of the state. Already, around one-third of public offices are unable to fulfill all their tasks due to staff shortages.

We also believe that the state should set an example when it comes to employment standards. Therefore, we demand the introduction of a higher minimum wage for all units of government and local administration. Raising the minimum wage in these areas to a level 20% higher than the national minimum wage should come into effect in January 2026.

We also propose a general salary increase in the public sector of at least 20%, which would help retain qualified specialists and make the state’s job offers more competitive compared to the private market. Decent pay for public sector employees is essential for the stable and efficient functioning of the state. What is at stake is not only halting the staffing crisis but also improving the quality of public services and institutional security.
